NOTICE OF DETERMINATION OF NON SIGNIFICANCE
Samish Water District issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: North Lake Samish Force Main Replacement Project located along West Lake Samish Drive immediately south of the North Lake Samish Bridge #107, Lake Samish, Bellingham, WA and proposed by Samish Water District. After review of a completed environmental checklist and other information on file with the agency, Samish Water District has determined this proposal will not have a probable significant adverse impact on the environment.
Copies of the DNS are available at no charge from the Samish Water District at 2195 Nulle Road, Bellingham, WA; (360) 734-5664. A public meeting will be held regarding this proposed project on October 10th, 2019 at 4:00 PM at the Samish Water District office at 2195 Nulle Road, Bellingham, WA. The public is invited to comment on this DNS by submitting written comments no later than October 14th, 2019 to Ken Vogel, (District Manager), at 2195 Nulle Road, Bellingham, WA.

DETERMINATION OF NON-SIGNIFICANCE (DNS)
Samish Water District
North Lake Samish Force Main Relocation Project, (Project #2019-017)
Description of proposal:
Whatcom County will be replacing the existing North Lake Samish Bridge No. 107 in 2021. The bridge is currently restricted to one-lane traffic only. Samish Water District has an existing 8-inch sewer force main which is suspended off the western edge of the bridge which needs to be relocated prior to the County’s bridge replacement project. This project SEPA checklist covers that relocation work.
The project consists of the installation of ~1740 LF of 8-inch sewer force main along West Lake Samish Drive between Samish Water District’s LSPS #7 and gravity MH-96, (see Vicinity Map). The force main will be constructed of HDPE piping and will be installed along the alignment of the District’s existing gravity sewer on West Lake Samish Drive. The pipe will be buried with a minimum of 3-ft of cover and the alignment will be wholly within the Whatcom County ROW except where the pipe ties into the LSPS #7 discharge line which is located on an existing Samish Water District easement. All work within the Whatcom County ROW will be within the existing paved roadway section.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
Pursuant to WAC 197-11-340(2), the lead agency will not act on this proposal for 14 days from the date of issuance indicated below. Comments must be received by 10/14/2019.
